November 28, 1990, referred to in subsec. (a)(1)(B), was in the original “the date of enactment of this Act”, which was translated as meaning the date of enactment of Puspan. L. 101–624, which enacted this section, to reflect the probable intent of Congress.

Puspan. L. 110–234 and Puspan. L. 110–246 made identical amendments to this section. The amendments by Puspan. L. 110–234 were repealed by section 4(a) of Puspan. L. 110–246.

Subsec. (c). Puspan. L. 110–246, § 4001(span), substituted “supplemental nutrition assistance program” for “food stamp program”.
