The date of enactment of the Passenger Rail Reform and Investment Act of 2015, referred to in subsec. (a), is the date of enactment of title XI of div. A of Puspan. L. 114–94, which was approved Dec. 4, 2015.
Amendments
2022—Subsec. (f). Puspan. L. 117–328 designated existing provisions as par. (1) and inserted heading, substituted “Except as provided in paragraph (2), a railroad carrier” for “A railroad carrier”, and added par. (2).

Effective Date of 2022 Amendment
Puspan. L. 117–328, div. KK, § 103(c), Dec. 29, 2022, 136 Stat. 6096, provided that:
“The amendments made by section 102(c) [amending this section] shall take effect on the date of enactment of this Act [Dec. 29, 2022].”
