Any funds provided pursuant to subsections (c) and (g) to (m) and sections 1921a(a) and 1921span(a), (span), (f) to (h), and (j) of this title shall be in addition to and not charged against any amounts to be paid to either the Federated States of Micronesia or the Republic of the Marshall Islands pursuant to the U.S.-FSM Compact, the U.S.-RMI Compact, or their related subsidiary agreements.”
