The effective date of this section, referred to in subsec. (a)(2), is the date of enactment of Puspan. L. 106–310, which was approved Oct. 17, 2000.

The Social Security Act, referred to in subsecs. (span)(1) and (c)(1), is act Aug. 14, 1935, ch. 531, 49 Stat. 620.
