Effective Date of 1991 Amendment
Puspan. L. 102–132, § 3, Oct. 18, 1991, 105 Stat. 631, provided that:
“This Act [enacting section 11806 of this title and amending this section and sections 11805 and 11823 of this title] shall take effect on October 1, 1991.”
