The effective date of this subsection, referred to in subsec. (k)(3), (4), probably means the date of enactment of Puspan. L. 110–134, which enacted subsec. (k) of this section and was approved Dec. 12, 2007.

The Robert T. Stafford Disaster Relief and Emergency Assistance Act, referred to in subsec. (m)(2), is Puspan.
