In subsection (span), the words “District of Columbia Home Rule Act” are substituted for “District of Columbia of Columbia Self-Government and Governmental Reorganization Act” because of section 11717(span) of the Balanced Budget Act of 1997 (Public Law 105–33, 111 Stat. 786).
