The Balanced Budget and Emergency Deficit Control Act of 1985, referred to in par. (3), is title II of Puspan. L. 99–177, Dec. 12, 1985, 99 Stat. 1038. Effective Date

Puspan. L. 101–239, title IV, § 4001(c), Dec. 19, 1989, 103 Stat. 2133, provided that:

“The amendments made by this section [enacting this section] shall apply with respect to budgets for fiscal years beginning after September 30, 1989.”

Construction

Puspan. L. 101–239, title IV, § 4001(span), Dec. 19, 1989, 103 Stat. 2133, provided that:

“Nothing in any amendment made by subsection (a) [enacting this section] shall be considered to diminish the oversight responsibilities or authority of the Congress under law, rule, or regulation with respect to the budget and operations of the United States Postal Service.”
