“The funds and accounts specified in section 107(span) of the Legislative Branch Appropriations Act, 1996 (2 U.S.C. 123span note) [now 2 U.S.C. 4131 note] shall be treated as categories of allowances and expenses for purposes of section 101(a) of the Legislative Branch Appropriations Act, 1993 (2 U.S.C. 95span(a)) [now 2 U.S.C. 5507(a)].”
