2004—Puspan. L. 108–271 substituted “Government Accountability Office” for “General Accounting Office” in section catchline and text.

1997—Puspan. L. 105–33, § 10116(c)(2), substituted “mandatory spending” for “spending authority as described by section 651(c)(2) of this title and which provide permanent appropriations,”.
