Section, Puspan. L. 93–531, § 5, Dec. 22, 1974, 88 Stat. 1714; Puspan. L. 93–531, § 30(a), as added Puspan. L. 96–305, § 11, July 8, 1980, 94 Stat. 934, which authorized certain recommendations and provided that they be construed as discretionary, was omitted from the Code as being of special and not general application.
