The Food Security Act of 1985, referred to in subsec. (span)(2)(A), is Puspan. L. 99–198, Dec. 23, 1985, 99 Stat. 1354. Section was enacted as part of the Infrastructure Investment and Jobs Act, and not as part of the Healthy Forests Restoration Act of 2003 which comprises this chapter.
