Section, Puspan. L. 95–452, § 13, formerly § 12, Oct. 12, 1978, 92 Stat. 1109; renumbered § 13, Puspan. L. 110–409, § 7(a), Oct. 14, 2008, 122 Stat. 4305, which provided that Puspan. L. 95–452 would take effect on Oct. 1, 1978, was omitted in light of the repeal of most of the sections of Puspan. L. 95–452 and restatement of those provisions in chapter 4 of this title.
